Police Catch Him Camping On Island

On October 5th, 2023, at approximately 1000 hours, Officer C. Lugg (N689) of the Florida Fish and Wildlife Conservation Commission, along with FWC Officer R. Ramos, was conducting uniformed water patrol in a marked patrol vessel within Escambia County in Bayou Texar. Accompanying them on the vessel were two uniformed Department of Environmental Protection agents, identified as Special Agent M. Cutcher and Special Agent Adkins, who were tasked with locating and documenting a series of homeless camps situated on an island within Bayou Texar.

Upon locating the camp, they discovered five structures surrounded by a significant amount of trash and discarded items. While surveying the area, they noticed an individual asleep in one of the makeshift shelters, seated in a chair. Adjacent to the individual was a syringe containing a clear liquid, which Officer Lugg, based on training and experience, identified as commonly used for drug administration. Another syringe, appearing to be empty, was found on a nearby stool, indicating prior use.

When the DEP agents attempted to awaken the individual, they encountered difficulty in rousing him. The man was subsequently held and interviewed by the DEP agents regarding environmental violations, while Officer Ramos and Officer Lugg returned to their vehicles at Rooks Marina, approximately two minutes away, to retrieve a methamphetamine field test kit. The DEP agents were instructed to keep the man away from the tent to prevent tampering with the syringes. Before departing, one of the DEP agents suggested the possibility that the man might have an active warrant, pending confirmation from their dispatch.

Shortly after leaving to retrieve the test kits, the man suddenly fled from the DEP agents, jumping into Bayou Texar. One of the agents promptly contacted Officer Ramos by phone, informing him of the man's actions. Officer Ramos quickly arrived in the patrol vessel and began issuing verbal commands for the man to return to the island. However, the man repeatedly disregarded these commands and continued swimming through the bayou towards private residences located west of the island.

Officer Lugg, communicating with Officer Ramos, moved to intercept the man's path by land, reaching the intersection of Gadsden Street and Bayou Boulevard. From there, Officer Lugg observed the man swimming in front of Officer Ramos's patrol vessel, which had activated its blue lights while Officer Ramos continued giving verbal commands. Officer Lugg positioned himself on a neighboring property near the water's edge and, at approximately 1049 hours, successfully arrested the man and securely handcuffed him after he emerged from the water.

This destruction of nature is absolutely despicable and needs to be prosecuted!

I’d love to live in a tent on a lovely island, but I would do anything to live in unison with nature!

Had the officers showed up to a clean respectful camp site without felons chances are they would have left them alone.

This is happening in every coastal county. It sucks all the trash these bums leave all over the place. Homeless is one thing, but trashing everything is a different story.

I get camping out if you're homeless. But why are they living like filthy animals? It doesn't cost anything to clean up 😂

I’ve been on that island. Near Graffiti Bridge. There have been homeless living on and off there for at least 9 years. The homes across the water are multi million dollar homes and I’m sure they don’t want to look out their back doors into homeless encampments.
