I don’t understand the baking soda to neutralise because rinsing dilutes and removes acid to ph 7? Perhaps I’m missing something??

How long after the banking soda do you start to scrub it?
Do you not let it rest in the solution?

Remove the rust from your tools, or not. Just coat them with Boiled Linseed Oil, and let dry. It doesn't actually have an evaporative thinner in it. The hardening is mostly a catalytic process. It might remain a little sticky, if the BLO is more than 3 years old; the main thing is that humidity in the ambient air can no longer get to the steel parts. You can actually use most of the tools with the coating all over them. If you must have "pretty" stuff, use something else, and put the GLO on your unpainted wood surfaces. It'll soak in totally, if you don't drown the wood with it. Every 3 years or so, repeat the coating, just to keep the wood from drying out.
