Why Isn't the Asteroid Belt a Planet?

It seems like there's a strange gap in between Mars and Jupiter filled with rocky rubble. Why didn't the asteroid belt form into a planet, like the rest of the Solar System?

A few years ago in Geology class, they taught us the destroyed planet hypothesis, but I already knew this was not the most likely explanation, and Jupiter's gravity would prevent a planet forming in the first place. So when the question came up in the exam, I wrote what they had told us, then explained why it was wrong.

what if the asteroid belt was originally part of mars's formation system but some how was cut off like solar wind pushing some of the material from mars's formation to it's current location where random clumps formed or the gas giants gravity pulling and nudging the material from mars(and if I’m wrong if the mass of the asteroid belt was added to Mars during formation it would have higher gravity, possibly thicker atmosphere, maybe even a functional magneto sphere)

Nasa's Dawn mission will be arriving at Ceres very soon. I can't wait to see some detailed images and learn more about the dwarf planet's composition. If I remember correctly, Dawn will begin to orbit Ceres this April.

I think a planet would be stable in orbit at about 4AU as long as it wasn't in a kirkward gap. One day in the far future there will be.
