Nah. My guess is that when Gol D. Rogers and his crew went to Laugh Tale, they learned the World Government's role in the lost history. Why cover up the history? I think that, entwined in that history is also the downfall of the downfall of the same government. It also probably mentions that 800 years will pass and then the government will fall, and also spells out specific circumstances surrounding the future hero (because Odin's Mom traveled specifically to see the end of the 800 years, but gave up when she realized the role her son and her sacrifice would have in the culmination of the Ponyglyph history. When Odin learned the secret history and that Joyboy would defeat Kaido, he accepted his own death at Kaido's hands because he knew that Kaido and Orochi WOULD fall to his daimyo along with joyboy. He sucked as a leader, so the least he figured he could do was go along with the prophecy). The name of "D". The straw hat. The Nika fruit. The coming of the Great Pirate Era heralding the coming of Joyboy. Stuff like that. I think when Shanks first seen Luffy eat the devil fruit, he freaked out because he thought that Luffy had stolen the fruit from Joyboy. I think, in the end, that Luffy's character convinced Shanks that he might actually BE the Joyboy mentioned on that last ponyglyph and that his giving that hat to Luffy was proof to anyone that knew Luffy that Shanks recognized him as Joyboy. That's why everyone wants to meet Luffy. Because he's, literally, the savior of the world outlined on the last Ponyglyph. They loved the idea of being free and Joyboy basically embodied that, so they allowed themselves to be hunted by the World Government and essentially bound so that everyone they'd come to love in their travels could be free. They all help Luffy for the same reason. Because they want to give him the best chance because they hope he IS Joyboy. I think that there's a kind of symmetry in it, too, though. Rogers probably allowed himself to be killed because he knew that would announce the Great Pirate Era, from which Joyboy would come. He gave his life because he admired Joyboy. But Rogers death, in turn, inspired Joyboy to save the world. To Shanks, Luffy's very existence IS the reason Rogers crew sacrificed itself. Shanks admires Luffy, just like everyone else, because he didn't see Luffy when he gave Luffy the hat. He saw Joyboy. He simply gave Luffy an extra push when he told him to return the hat when he became a great pirate. It was humbling for him to be one of the reasons Joyboy's successor would read that last Ponyglyph. It also explains why Shanks is always so proud, but sad when he thinks of how far Luffy has come. All pirates want to be free, but Shanks and his crew have sacrificed their freedom... but they know its for the greater good.

An easier and simpler way to explain this which has been stated in the manga is that Mythical Zoans have a will of their own and will only choose whom they deem worthy of using their powers the worthiness is basically how well the person's ambitions and Will aligne with the Will of that Mythical creature who's power the fruit contains.

The Gorosei didn't get their hands on it though, like they specifically say that they couldn't find the fruit for 800 years, and the moment they got close, Shanks stole it, so they never got it

I think because the others knew they weren't joyboy so the full powers of the fruit couldn't be used. If they ate it, they would just become a rubber person and not awaken it because they aren't joyboy.

I would say that the reason they didn’t eat it because Devil Fruits pick its own user, just like the Fruit that chose BlackBeard, so the Nika fruit was looking for someone, and found luffy and chose him.

I wonder if the fruit chose Luffy cause he was Joyboy or if Luffy became Joyboy after eating the fruit
When you think about it, Luffy’s personality was not at all cheerful and carefree before eating the fruit, he was rather arrogant and angry. Shanks also didn’t pay that much attention to him before he ate the fruit, he was just a fun kid. But once the fruit was eaten, Shanks was then ready to lose an arm for him and give him his hat. So maybe he just randomly ate the fruit and thus became Joyboy

I thought it was because the true name of the gomu gomu no mi was hidden for so long that not even the gorosei knew if it was a real devil fruit so when a pirate or marine found it they just pawned it also of a confirmed the hito hito no mi model nika was not in those prize chests.
