Firing of flares is dangerous maneuver. It does not mean it’s a standard to receive flres from China as warning. Radio is a more peaceful means of alerting other planes. Problem is China pilots do not speak English. China should have a standard English recording of warning to other planes.

A flare is actually a last ditch effort to divert an aircraft's course. However, there is a specific safety distance in which to deploy it to avoid accidents. If I remember, USAF F-15's do the same when intercepting civilian craft that don't listen to calls. In the case of China and Russia, they do it irresponsibly.
