I think Natasha. You remember "Soul for Soul"? So, whoever was sacrificed for the Soul Stone will be seen after the snap. According to me, It was Natasha beacause Bruce loved her and she was sacrificed as well. Same was with Gamora.
If you think about Morgan's deleted scene you will realise Tony did exchange his soul for her daughter's and for the universe. So, the "Soul for Soul" still holds true. I don't think we should go for the absolute typed meaning of this quote. The Mjolnir's enchantment wasn't correct in Vision's case. So, this basically means we have to be pretty open-up for the meaning of these relics.

While in the process of returning stones to the past, Bruce ( smart hulk ) and steve had a talk in which Bruce stated he tried to get Natasha back but he couldn't. so it's clear that Bruce saw Natasha when he enters into soul stone and she is the only one who Bruce truly loves💔💔❤️❤️

I honestly doubt that it would be Betty.

It makes complete and total sense that The Hulk would see Bruce, whichever way you look at it, nobody has been there for the other more than them two, both Hulk and Bruce mean more to each other than anyone that Bruce has met even Betty and Nat combined.

They both meet face to face in Soul World, come to an agreement to fight just one last time and stop Thanos, then after that The Hulk agrees to "go away" and let Banner have a normal life, which is what will partly lead to She-Hulk taking over, out of every theory this is the only logical one.

Betty was too brief of a love interest of what we were shown and Nat was only ever an implied romantic interest in first place.
