Apple seems to be the only company immune to the general chip shortage (likely due to their tight relationship with TSMC), so I don't think that's the issue. I think it's more likely that the new chips are going to be on a process shrink and there may be yield or production issues. Better to just make the call to keep the older phones on the previous gen chips than having to ship fewer base models due to lack of supply.

I feel like it's less of the chip shortage and more trying to push you into buying the Pro line of phones in a similar fashion to what they do with the iPad Air and the iPad Pro in terms of storage. Makes sense especially when you consider that there were next to no differences between the iPhone 12 and 12 Pro and 13 and 13 Pro aside from an added camera and 120Hz in the case of the 13 Pro

This is very likely due to the Semiconductor shortage.
Since only the A16 is being mentioned and not A16B,
They could (not sure at all) give the 14's a mid cycle refresh with the A16 and the Pro's with 16B's.
