Rules about commas in English are quite hmm.. interesting. On the one hand, you have some rules, but, on the other hand, almost every one of them has some exceptions.

If you're reading an English grammar book, the "introductory words" you describe at 9:23 are often called interjections, and if the emotion is very strong, you can substitute the exclamation point for the comma. "Hey, that's my car." becomes "Hey! That's my car!"
