You kind of missed one of the most essential properties of the panopticum, which is that all the prisoners are facing each other and in each other's sight. That's what makes it so effective. They don't need to all be watched the whole time because they're always watching each other. That's the analogy with our own society: the cops aren't always around, but we're always watching each other. Also it wasn't just a theoretical design, these things were actually built and there's one pretty nearby to where I live.
