This is why your hot water heater won't drain. Minerals build up in it over time. We bought this foreclosed house and pulled out the hot water heater. We couldn't drain it and heard water splashing around in it. It was half full of minerals and water. It took 4-5 times of filling it half full to get clean water coming out.

when you drain a little bit out do you leave the cold inlet on? I replaced my stock drain with a 3/4 ball valve for a stronger drain.
