It's because Italy surrendered unconditionally. it didn't fall at all to soviet troops (Some Yugoslavian troops also were in the border regions, but they were easily removed) Britain and France couldn't afford it, compared to the other two Italy's regime wasn't as dangerous. Italy was also a strategic position for either the west or the USSR.
