I found this useful but there seems to be a confusing of Strategy and Tactics in the Dubai example: Dubai's strategy was 'Create a world class tourist destination.' Dubai's Tactics were 'Create breathtaking beaches, hotels, malls etc'.

It's a question of (relativ) Forces.
And forces must not only be plamned but also controlled.
