This is not an earthquake-resistant building. Wall collapse and falling ceilings are the leading causes of death and injury in some earthquakes (more so than building collapse). Earthquake resistance requires a lot of effort to prevent walls from collapsing and ceilings from falling, and walls and ceilings must be designed to be lighter.
