The reason for this are twofold:
1) Cats use their whiskers to gauge wither or not they can fit in a place without getting stuck, so if if the whiskers touch the rim of the bowl they may think they physically cannot safely reach the water
2) Domestic cats descend from a desert wildcat species, who instead of wasting time & energy trying to find possibly nonexistent bodies of water to drink from, got the water they needed from the prey they ate (remember most animals are like 3/4 water). Modern domestic cats are like 1/2 a degree removed from their wild ancestors, so still instinctively try to get water from the food they eat, even if it's something like dry kibble with little-to-no water content.

I work in a vet hospital taking care of the animals in the back and this is legit good advice nobody has ever mentioned this. Never had cats so this info is actually super cool.

They do this actually for a biological reason. There whiskers are not just strands of hair that many people tend to believe, they are actually extremely sensitive and are used for navigating their environment and sensory input, so basically, their whiskers are somewhat like nerves so when their whiskers bump into things (like the bowl) their immediate reaction is to back up. Hope that helped!

There can be one inch of water in an 8 oz glass, and my cat will crawl halfway into the glass to make sure he hasn't missed out on whatever I was drinking.

I recommend a water fountain for older cats. Firstly they're usually pretty shallow, so no whisker touch, second, many are eye level with the cat, so less neck strain for them to drink water, and third, cats inherently are more comfortable drinking water that is moving, as they understand water that isn't moving is where harmful stuff that makes them sick might be.

I bought one of those pet fountains, and put their food out on plates for this exact reason. Usually the reason why cats won't finish their food but bother you for more is also because it's in a bowl and whisker fatigue kicks in. A flat surface for them to eat off of means you'll waste less food and have a happier cat
