Europa doesn't have have a liquid water surface. It's an ice ball that likely has a sub-surface ocean, but it's deep beneath a layer of ice many miles thick. Earth is the only celestial body that we know of with surface water.

One thing to keep in mind with freezing and space is atmostphere. If there is none, a human would not freeze to death, as they would die from a lot of other issues way before they even notice they are cold. Indeed, in the vacum of space, freezing down to -180c would take nearly 15 hours. This is because heat loss occurs primarily through radiation since there is no atmosphere for conduction or convection. Heat on the other hand is radiated into the body, and can kill, but cold is heat leaving the body, and it has very little to help that heat leave without an atmosphere.
