Water doesn't flow uphill

This was supposed to be a "swale"... a path out to the runoff drain.
They raised the property next door about 7 feet when they put in a housing tract.
They were 3 or 4 feet lower than me... now they are 3 or 4 feet higher.
They also filled in the ditch between their property and mine... which was the
only drainage for my property. They put a culvert under the new street, but the
only drain on my property is way out in the back woods, not in the lowest area,
near the house.

Now the water table gets higher than the floor of my basement, and floods
my basement (as well as my backyard)

The city should never have approved their building plan.

Now I will have to fight the contractor, and the city.
