It took too long to get to the point, the Pride Festival Committee cannot afford the HIGH COST to afford the Minneapolis Police. We're trying to have a grandeur event too for Juneteenth 2021 and the cost is ridiculous what they charge for Free Events!

Fixed your title:
Twin Cities Pride calls on Minneapolis to CHANGE event requirements with police... because Minneapolis police department is so understaffed the current requirement of having off-duty officers being paid to work events isn't possible at this time. The officers are already asked to do as much overtime on duty as humanly possible.
Or change the requirement to allow off duty officers to sleep in intersections while controlling traffic flow.

They hired private security, so who paid for that? Organizers better not pin their hopes on private security if a violent fight breaks out, or there are gunshots. No way they are risking their lives or possibility of injury for this event. If I were MPD, I'd be fine. There are other opportunities for OT.

F.Y.I. when it comes to private security officers they are not law enforcement officers so they don't have the same powers as a law enforcement officer. Security officers normally won't use physical restraint or even force on anyone unless in self defense which people mistaken security officers as bouncers so physical contact is generally not permitted. The main duty of a security officer is observe and report along with access control. So if two people are physically assaulting each other what the security officer will do is observe it not interfering in what is happening and report it to law enforcement. So don't expect too much from a security officer.
