Oh I recognize this so much! Though with me it was my friends suddenly claiming I was 'totally flirting with that guy' even though I was just being nice. I am just very open and interactive when in conversation with someone.

Had a time where I was out with friends and my bf (now husband) and one of the bartenders who I knew had come over for a chat. Everything was just fine, my bf eventually went for a smoke and one of my girlfriends pulled me aside and asked if I was really flirting with another dude in front of my bf. I was so confused because I hadn't done anything and I said so. Still her words bugged me so when my bf and I got back to my place I asked him if he thought I was flirting with that guy because that was what my friend thought. He just looked at me super confused (same face I think I pulled when I was accused) and said 'That's not you flirting.. that's just you?'
That was only a few months to a year into our relationship. We are reaching our 9 year anniversary soon and I haven't changed in the way I interact with people either.

The problem is that so many people are not used to kindness and attentiveness, that actively paying attention to them comes off as flirting, because they're used to dismissal.
Edit as so many people are missing the point:
This post is specifically about the people who aren't used to receiving attention misreading attentive signals as flirting, often because they've grown up being ignored or neglected (often by parents), so somebody actively paying attention to them comes off as flirty because they're so deprived of love and affection, they're desperate to receive that from anywhere. It's not about people behaving overtly flirty then playing dumb.
