That confusing place is called "la Cartuja", and it was built in order to hold the iberoamerican exposition of 1992. It was such a huge event which lasted for the whole year and reunited people and cultures from Latin America, like "la feria de las naciones" but way bigger. Nowadays it's used to hold companies, discos, university buildings, a theme water park called Isla Mágica, music concerts, gardens, and many more cool things. Nobody lives there, that's why it looks so empty.
