It's all about rich people buying up all the property. Imagine the money making potential of having a captive consumer base. If you own the grocery store you can monopolize the market. If the residents are not allowed to own cars and will be fined hundreds of dollars for leaving you can charge whatever you want. Competition cannot move in because their isn't enough market share. Every business will be a monopoly. Your customers are literally forced to pay whatever you want. With that kind of profit you can monopolize entire industries. Employees will work for minimal wage and you can literally whip them. They can't leave the district. They have to work for you. The landlords will be feudal lords. They can build 8 foot by 4foot studios and the residents have no choice but to pay most of their salary for survival. With a little bit of coordination every cent they earn will be gleaned. They can't save enough to move, can't afford to not work all day every day. It's a great investment. If someone has the money to build a building you will literally own people. Invest now! Like he said it's coming whether people want it or not.
