Dr fate’s heavenly weapons would only work on normal ghost rider and yes Manhattan can manipulate matter and time so he stomps ghost rider only in the first round!
But once he is in Zarathos control, none of dr fate’s magic or heavenly weapons would work on him, then manhattan and dr fate have no chance of survival against ghost rider(zarathos) even if they are teamed up!
