Why does Jesus speak in Riddles? Mark 4:1-34

The Parable of the Sower comes with a built in commentary by Jesus Himself. However, this passage also contains a disclaimer in which he indicates that he teaches in parables with the intent to confuse the crowds. What does this cryptic explanation by Jesus really mean? Does he not want everyone to understand and be saved?
