His line of thinking was that it was tipped by Saddiq Bey (the defender) and heading out of bound, so instead of getting it and dribbling upcourt again (which most likely results in a bad shot due to low shotclock), let it go out and reset the play from the inbound, it's actually solid thinking, the problem was that he underestimated how close Saddiq was and Harden didn't do much to protect the loose rock either.

For those who don’t understand. It would’ve been a “backcourt” call because he touched it last. The ball isn’t supposed to go behind the half court line after you’ve passed it. He was letting it roll out of bounds but didn’t see the guy sneak up behind him.
