What should Dems negotiate over? The AHA is already law and is already funded. This should only be about money and the Dems caved on the number already. The AHA is a separate issue that HAS to be debated elsewhere. If that is not the case then why pass bills into law at all? Just demand what you want every time a debit limit is reached.
