Trump needs to undo the Smith -Mundt Moderation Act of 2012 which updated the United States Information and Educational Exchange Act of 1948 which controls propaganda. The Smith-Mundt Modernization Act of 2012 amended the act to allow some of the materials to be made available in the US.
