It's better to conduct because how much ever difficult it is it will be inside syllabus so that's what we learnt so we can answer it. Grace marks isn't enough to cover the marks cuz for 50 questions 14-21 inst enough. And giving ranks by neutral the outside questions may lead to students getting poor ranking as if peoples who may have got good marks for the delete syllabus questions due to luck.
So conducting reexam is much better atleast after neet in the month of July atleast.
