INTRO - definition of parliament
Explanation of parliamentary government and parliament's scrutiny function
1. SCRUTINY OF GOVERNMENT LEGISLATION
* How it works - second reading, committee stage, report stage, third reading, ping pong
* Limits to effectiveness:
a. Government's majority - can force legislation through HoC
b. Parliament Act - can override HoL
c. Government majority on Public Bill Committees
* Counter-arguments to these limitations:
a. Government does not always have a majority
b. Backbench rebellions increasingly common
c. THREAT of rebellion also influences government
d. HoL role remains significant
2. Question Time
* How it works/ strengths
* Limitations - punch and judy politics/ planted questions
3. Select Committees
* How they work
* Limitations:
a. Government majority on SCs
b. Government does not have to implement recommendations
c. No power to subpoena witnesses or documents
* Counter-arguments to these limitations:
a. Government does not always have a majority
b. More independent now members elected
c. Political pressure - non-attendance politically unfeasible
d. 40% of recommendations implemented
e. Influence shaping the media narrative on issues
CONCLUSION
* Effective scrutiny of domestic policy (esp through SCs) and even influence through legislative role
* Less effective scrutiny on foreign policy due to secrecy and royal prerogative.
