Skeletal horse, unlike regular horses are about as fast as a minecart. Or about twice as fast as walking. You'll never find a faster one. However, their main advantage is that they have no problem crossing any river because they can sink without dying.

In an old, old version of Minecraft, back when it was still called Mobile Edition, I had a world that had a location near spawn that would constantly spawn the skeleton trap. Nearly always the same location. Between not knowing the seed, and so so many versions ago, I would highly doubt that the terrain and trap are the same.

TIP: get an axe with Smite V enchantment.. If you jump, you can one-shot each of the skeletons.
