When a character has a white trait with a black circle and in that trait there are multiple powers/abilities, can I use them all at once or must I choose?

FYI, Steve Rogers becoming disillusioned and giving up being Captain America for a bit wasn't the start of the U.S. Agent storyline. The Secret Empire story led to Rogers becoming Nomad in the '70s. In the late '80s, the U.S. government was demanding that he work directly for them; that led to him quitting as Captain America (again) in issue 332. He subsequently took the costumed identity of The Captain while John Walker, then known as Super-Patriot, took mantle of Captain America. Several years later, they would switch costumes with Rogers resuming as Captain America and Walker using the costume & shield of The Captain to become U.S. Agent.

Two things, #1 have they gone back to the old rule for the Mystic team ability where it's penetrating damage or is it still reduced & #2 . Can you just say or show the books to read & not explain anything from them ? It ruins the story for people who haven't read the book every time you explain details about them . Just say read these two or three books & say you hope to see this certain character or two .
