when koochie first bumped into Jotaro, he used SP just to gather his books

Considering when he first bumped into Koichi he used SP to gather his falling books instead of catching him I don't feel this is that much of an issue considering it's consistent. Especially with his own daughter. He wants her to be as self reliant as possible so she doesn't end up like him in P3 with dead friends and an overwhelming amount of PTSD and trauma.

if you know, jotaro had to abandon the most precious people in his life in order to protect them. getting hated by Jolyne was the best way for her not to get killed. it's really a tragedy, and he literally gave his life for her at the end of the episode

I guess people wouldn't be so hard on Jotaro for this if it weren't for the fact that he treated Koichi, his uncle's pseudo-best friend, better than most of his relatives.
