Gedo statue was empty when Nagato summoned it. He was willing to transfer his chakra so that the statue would move. In Obito's case, it already had all the beasts but the 8 and 9 tails so it had chakra to move independently.

Correction: The Gedo statute doesn't drain your life force, due to Nagato not having Senju or Uchiha chakra he was not able to control the Gedo statue and got punished for it. Madara and on the other hand was receiving life force from the Gedo statue due to having both Uchiha and Senju blood from Hashirama cells
