I don't think Steph or Maxey took a long time to develop. Steph played for a coach who thought Acie Law was a better player. Doc Rivers thought Maxey should come off the bench. Bad coaching held them back or slowed them down.

Tobias got his contract because the Nets were about to offer him a 4 yr Max or near Max in couple of days.
However at the last moment, Kyrie convince KD to sign with Nets.

But Tobias was worth his contract for the 1st 2 yrs at least.

If instead his contract was only 22% less (140 M over 5 yrs) with decreasing salary, there wouldn't have been complaints.

90% of fans don't understand the CBA. If Tobi was making 20 M less, there still wouldn't have been a way to improve the roster. That's because the Sixers were well over the Cap every year. That is Tobi barely affected roster construction.

The part about Lowry isn’t necessarily true. We ran the play less not because Lowry came but because we lost Embiid. He and maxey ran it perfectly but then he was injured. I hope we get Lowry back.
