I dont know if this was said anywhere else in the comment section, but I do believe the separation for the upper and lower Thai keys being lit up and not being lit up, is because the lower section uses the FN key. (If I am not mistaken) Because they require the use of the FN key, they need to be differentiated from the other symbols/characters is some way rather than keeping them the same.
