The early 2000s live action Scooby Doo movies had an incredible costume designer named Leesa Evans who absolutely nailed the looks. She also worked as an assistant costume designer for Clueless, which we all know has some iconic outfits. She did the costume design for the 2001 movie Josie and The Pussycats as well (if you know you KNOW)
