Tapper didplayed his ignorance of the definition of the word _diagnosis._ Cognitive decline is not a disease. Diagnosis involves the identification of a disease.
"Joe has Alzheimer's" is a diagnosis; "Joe shows signs of cognitive decline" is not.
Cognitive decline is a natural and expected result of aging. It is more severe in some people than in others.
Similarly, to say that Joe is slow or stupid or a poor performer academically is an observation, not a diagnosis.
