Fun fact, in an interview, Brad Buxer confirms that Stranger in Moscow did indeed come from the Sonic 3 credits; and that only one of the Sonic 3 tracks actively had Michael Jackson’s involvement, with MJ asking him to do the rest.

It's not just the end credits for Sonic 3 but Michael wrote most of Sonic's soundtrack with Brad when they were working with SEGA. We know why had to drop out of the project and went uncredited. SEGA just needs to come out and admit they worked with Michael. Michael was innocent. Always will be.

Stranger in Moscow was written before HIStory, for an unreleased album about life after the fall of the soviet union which unfortunately the allegations put an end to. HIStory also contains elements from another album he was working on, "Decade" which was a tribute to his prior career and the 80s. You can see it in the album art, alluding to his Super Bowl appearance that was already a few years old before HIStory finally made it out.

It's really a shame, because this is my favorite period for Michael AND Sonic. I can only imagine how cool the promo of Michael and Sonic 3 together would've been back then. Not only that but Jam and History have great socially conscious lyrics that we as a culture should've internalized more.
