To me the magic word in the 20th CPC National Congress is "Common prosperity" that has been mentioned several time. This means the Chinese leadership is now in a position to put emphasis on this aspect of the Chinese culture.

By common prosperity the Central government effectively reminds those in a fortunate position to be able to create or having successfully created prosperity for themselves to be "mindful" of sharing their success with those are in less fortunate situation. With common prosperity it also means no one in the community is to be left behind. It didn't specify how much has to be shared but those who succeeded now have a responsibility to arrange everyone has a share of the new found wealth to realise the term "common prosperity".

To the nations outside China this common prosperity is also mandatory applicable because the whole idea is to have a shared future with everyone, be it inside China or outside China. Common prosperity is in the Chinese culture or a characteristic of the Chinese people. As the word is from President Xi himself the Chinese people will observe this tradition in their dealings inside or outside China.

Common prosperity is something that does not exist in western democracy which place the individual's freedom and rights to become better for oneself. Thus the rich and the famous are idols and heroes. Although the same is also true in China but additionally those who practise common prosperity are the true heroes to the Chinese. For a traditionally educated Chinese the ultimate goal in life is always to serve the country/community/people to bring about prosperity and peace to the people. Thus the 20th CPC National Congress merely remind this aim. President Xi doesn't have to pass legislation or law. It is a Chinese culture and the people will know how to put it in practise. From the recent youtube videos about Chinese people helping others overseas they have all been doing, be it in the war-torn Afghanistan, flooded salvaged Pakistan and many rural poor African communities. The 20th CPC National Congress has now popularised this movement. it is no coincidence that the Beijing Winter Olympic and the 2022 New year celebration the common slogan used was "Together for a shared future".
