I have one indicator. The day, every shopping area and every residential colony has foot path laid (without any occupation) and is sufficient for pedestrians without having to walk on the road (carriage way), that day we can call the country developed. This coverage should be done across all Pin codes that India post has defined.
On this measure, we are not covered even 1%. I don't want to sound pessimistic. But, when we have the clarity in the goal, we can work towards it.

India cannot become a developed state, Nation by 2047 as often mentioned by PM until the following works of amelioration happens.
1. Social, Societal ills must be rooted out and give way to pragmatism.
2. Corruption, cheating, mischief & disorder must go and give way to discipline, committed & result oriented.
3. Contracts who do not do work as per specs, delay masters and bribes must stop. 4. All roads must be made world-class and trash-free. 5. Potable water supply to all 6. Uninterrupted power supply
7. Merit should be given its due priority. 8. Healthcare must be made ideal. 9. Quality education from primary to Ph.d. 10. Effective, efficient Law & order and prompt justice
11. Priority to R&D, Innovation. 12. Population control and quality democracy.
