Both can be possible in same person, if you overdo workout till complete exhaustion of muscle then few days of rest will build those burnt out muscles and you’ll be able to lift more. Similarly if you are going to gym, just doing your routine, not working out till exhaustion then you’ll lose whatever you gained from going to gym if you take break.

I think it's impossible to loose strength after 1 week rest.
Body will be so greatful to allow it enough time to fully catch-up and ready for new work.

If u didn't work out till failure for a week and then rested a whole week
Same or a bit weaker

If u worked till failure and pushed everyday or atleast half the days
Ur body repaired while resting
Strength gained

Strength dropper: you’ve been peaking in strength close to your max for so long. Your body goes back to baseline strength which should be a bit higher than your baseline in the block prior.

Strength gainer: you’ve been overtraining for some time. That your body could benefit from some recovery time.


Both are not bad just different training style. The first one is more common for powerlifters where you aim to peak your strength each training block.
