This helped immensely, my external display had widened for an unknown reason. I had my background wallpaper, but no screen icons...in the taskbar I was missing the Hidden Icons arrow and everything else to the right of it to include the clock. I could click on Firefox, but it didn't display except in the taskbar, I could see it loaded by moving the mouse over the open icon. I could open Edge and it displayed, it was a WTF moment. After opening many folders and seeing them the same way in the taskbar but not on the screen, I was flabbergasted, where are they?
I opened CMD and I could see just a bit of it on the left side of the screen and dragged it over. In other words, now I suspected it was my display but couldn't get to it. So, after 4hrs of searches and failed other suggestions using Edge I came across your explanation here, ...minimized Edge, ...right clicked on the empty desktop, ...prompted Display, saw it open in the taskbar, ...followed the instructions provided (it didn't work the first time, for some reason had to move the mouse over the icon a bit then Shift + right click again and it gave the option to Move). I used the arrow keys to move the Display window to the right, screen was set to Extra Wide (I never touched this), I reset it to my monitor 2 and all is fine again. I am very glad I found this, thank you very much.
A side note...after making the display correction I prompted the process again just to see what would happen. It would not give me the option to Move. So, I am presuming because everything was displayed properly on the screen limits, I cannot move items already set in them. Thus, verifying and letting me know everything was now correct. If this assumption isn't stated properly, please let me know.

When I press shift and right click the pop up doesn't appear it just highlights it blue a blue mark under it

these convoluted answers are never available, there is no MOVE option! changing to a single display does not work!
the easiest, quickest and most reliable way is:

open any other window, (folder, program, browser) hover over the maximize window at the top right but do not click, when a selection of window arrangements appears, you can choose quad, side by side or 3 frame arrangement, choose the one you just opened for the first frame and any other running programs will be an option for the second frame, choose the program that was off screen and it will be accessible to move, maximize or change at that point.
