Don’t forget to disable steam cloud syncing. Otherwise it just redownloads all your saves. It’s settings in the top left, then go to cloud. Just disable syncing for games where it’s an option. Fantastic video, easy as pie

Perfect answer to my question. Hadn't played for five years and didn't want to mess up my progress.

There's just one catch to this, if you happen to have MS OneDrive and/or Steam chugging away in the background. The moment you remove your current game files from the Games folder, either OneDrive or Steam start obstinately to re-download those same files to your hard drive from where ever they have these stored online, so you CAN'T start a new game and keep your old. Good grief...
However, I solved it in this way:
First, without doing anything, I just start a new game. I don't move any files anywhere. I let the game run up until where you, Ulfric and Ralof run into the tower, just after Alduin's attack. Right there, I make a hard save, then quit the game.
Then, I go to my Games folder and move everything, except the few files the game just generated which pertain to the new game I just started. I can easily identify these files by sorting my Explore folder by "Date Last Saved" heading. The files the game just got through creating for my new game will go to the top of the list. I leave these where there are, in my current Games folder. The rest I move to another folder of my own creation, somewhere on my own hard drive.
Then, I start the game again. Instead of choosing "New" when the game starts, I choose "Continue". Now, the game will load my NEW game and continue with this. Of course, either OneDrive or Steam will have reloaded about a dozen or so files from my previous game. This doesn't matter. It does this so it has some way to start my game (for some stupid reason). Then, as I play through the new game, those files OneDrive or Steam re-downloaded to my hard drive will eventually disappear, since they're at the bottom of the Games folder list. This always happens anyway. This is why, after some time, you can't find the first files your game generated. The game assumes you don't need them any longer and deletes them. After this, I have clean, unique copies of both files, one for my previous character and one for my new (current) character.
And I can repeat this process as many times as I wish and have a hundred different characters, each with their own separate file on my hard drive. I can then switch from one character to another, simply by moving the files as shown on this video. Simple.

Can't you just press load on the starting screen? When I do it it shows me all the characters I've made before.

How do you get those files onto the computer? Do you buy the game through stream or another way?

So it is just different characters, not 2 different saves? For example. I want to do the imperial questline on 1 new character instead of the stormcloaks. because right now it looks like you only switch character with the same save?
