Two reasons first one is you know how crocodile is great at making a team and how many Hawk is really strong there are 200 loyal crew members from impel down buggy is more of the motivational kind of guy and the second reason is no blade can hurt him neither pretty much blunt attacks or sharp anything even bullets maybe if someone like me hock used his regular attacks with haki they'd most likely kill him oh yeah really all he can't get hurt cuz blades pass right through him bullets pass right through him blunt attacks that just punches out a chunk or just splits him in half

Yea very true also the fact Buggy was on Roger's ship they push that heavy and the crew of Cross Guild actually just full of dummies like the Marnier Fore Arc where they find out and praise Buggy but never notice how he's actually weak and he's more of a recruiter than the other 2 and had more pirates but Crocodile wasn't even a Warlord anymore since he escaped but I think it would've been better if they kept the 5th Empire thing going and were like the Race for the 5th Yonko 👀👀 Kid or Law I mean Kid has stronger Haki but Law better and stronger DF.
