Seems that the key to this working is the VBA code mentioned at the end, which requires saving as a .xlsm (Excel Macro-Enabled Workbook). When I went to save it normally, it popped up some window talking about disabling auto-save that I didn't really understand. The target.calculate basically triggers a recalculation when a different cell is selected, aka when you click on it. Otherwise it wouldn't highlight a row unless you manually refresh for example.

you can use
=OR(ROW()=CELL("row"), COLUMN()=CELL("col"))
to create a cross effect on the selected cell by highlighting both the entire row and the entire column.
