How to Speed Up uTorrent 3.4.7 (4X SPEED)

I'm on Windows 10 with 3.4.7 and this increased my speeds from idling around 200-500kB/s to 7-12 MB/s, huge increase. Thanks a bunch! Not sure why people are having so many problems, maybe it's just that their connection cannot handle the amount of active downloads that's suggested or something, who knows.

What I don't get is many people talk about these numbers like 2329, 1890 etc., but where do they come from? How do you get them? What is the calculation? Also what does speeding have to do with seeding goal being 200 and not 150 for example? A long shot I suppose.
