For those wondering, Mandy's Japanese seems to be a translation mistake. She appears to be saying
あれど目はまだ気違いだ (Aredo me wa mada kichigai da)
I think they meant for her to say あの目はまだ気違いだ (Ano me wa mada kichigai da)
Which would roughly translate to "His eyes are still messed up."
Keep in mind that kichigai hardly seems appropriate in this context as it's a very offensive word to refer to someone as being "crazy" basically.
おかしい (okashii) seems to make more sense as it would imply something weird is still going on with his eyes.
