Even though Pandora Actor can copy any of the supreme ones, when he takes their form he's using 80% of their power not 100 so I don't see ranking him above Ainz unless Pandora's Actor could actually be one of the supreme ones at 100% power

Thig is levels alone don't mean that much in endgame - items, skills and buffs go a longer way
That's how Ainz and the supreme ones stay on top
Also - Touch Me is not only clan leader but also a World Champion in PvP which basically takes him way out of the league of anyone else

Why would you say that the 13 heroes are level 70? From what I know, the thirteen heroes consists of members with varying levels, from Ringirit and Evileye all the up to Platinium Dragon Lord. Also, Momon without using 'perfect warrior' is stated by Ainz to be approximately a level 35 warrior while with 'perfect warrior', he is a half-baked level 100 warrior.
