Welcome, friends, to the most devious scam Tropico 6 has ever seen. Today I, The Spiffing Brit, will be setting up my island dictatorship in this tycoon simulator game with a twist. My goal is to lure as many people to the island as possible then send all of our population to jail. Once we have built a prison island our economy will be broken and we can profit off of the convict labour. Now we wont just rely on our own population but also the tourism industry that will be providing an endless stream of wealthy foreign tourists that we can introduce to our tourist trap that they will never escape from!

I mean... It's not the highest rated place I've ever seen, but I've never heard a single bad thing about this island from anyone that went there. So it can't be that bad right? And look at the brochures, free room and board, vibrant multicultural paradise with brand new high rise apartments and robust public services! Even the tagline is great "once you arrive youll feel like you can never leave!". Honey, I think this vacation is gonna be perfect, its so cheap it's like they're paying to get us there!

I'm imagining the negative upkeep costs on those Apartments are because you actually opened the world's largest Trade School for Firemen (with a focus on preventative measures through Building inspectors). People fly from all over the world and pay you exorbitant tuition to study fire safety, modern earthquake stability methods, and run daily exercises in your vast complex of test facilities.
