What's really funny is that, assuming Broly can't sense Power levels, he actually probably thought Master Roshi was a legitimately threatening opponent.
I mean, think about it, Master Roshi bulked up from the size of one of Broly's legs to being just as muscular as Broly himself! You can also tell this by how Broly looked seriously at Master Roshi, and continued to keep his eye on him until after he was dragged away. (See 0:39)
By appearances, one can't deny that Master Roshi is definitely intimidating, which is what Broly's pea-sized brain probably thought too.
