This scene is in the dvd and in the tv extended version of Freeform. That scene helps to make sense of the movie admosphere and forshadows Draco's storyline. Is one of my favorite scene.

It likely wouldn’t have made it in the final edit as it would show too much antagonism for Draco to his father’s cause, and might also been seen as “too real” for a what is ultimately still a kid’s movie. The vibe in the film was that of fear, and that works for his character in the grand scheme. Make Lucious that obviously abusive, and we just feel terrible for Draco

A similar thing happened at the end; in Dumbledore’s office when Lucius moves Harry out of the way with his cane; Jason Issacs accidentally pierced Daniel Radcliffe with the cane; there’s a video of the incident where Jason is like “Are you okay, love?”
