Now take the excess, pass it under and behind the belt pulling out above the belt.

This will create a small opening that you can now pass the belt through from the top.

I assume it was done like this because without garment belt loops to tuck in the end, you'd need to rely on more than one 'keeper' loop and those could shift around on you?
